Working with chapter 01
Chapter 01 of the Harmonized System covers live animals. It is organised into 6 four-digit headings and 34 six-digit subheadings, and national tariffs extend those to eight or ten digits. Because the six-digit level is shared worldwide, it is the right level for comparing trade between countries, while the national digits matter for duty rates and licensing.
