Reading an HS code

The Harmonized System is maintained by the World Customs Organization and used by more than 200 customs administrations. The first two digits identify the chapter, the next two the heading and the final two the subheading, giving a six-digit code that means the same thing everywhere. Countries then add two to four digits of their own for tariff and statistical purposes, which is why an Indian ITC-HS code and a US HTS code can share the first six digits but differ afterwards.

Classification disputes are expensive. The fastest way to settle one is to look at how identical goods have actually been declared.
