Chapter 10 of the Harmonized System covers cereals. It is organised into 8 four-digit headings and 26 six-digit subheadings, and national tariffs extend those to eight or ten digits. Because the six-digit level is shared worldwide, it is the right level for comparing trade between countries, while the national digits matter for duty rates and licensing.
