Working with chapter 31
Chapter 31 of the Harmonized System covers fertilisers. It is organised into 5 four-digit headings and 24 six-digit subheadings, and national tariffs extend those to eight or ten digits. Because the six-digit level is shared worldwide, it is the right level for comparing trade between countries, while the national digits matter for duty rates and licensing.
